I = V/R.

Normal AC input Voltage = 230 V.

R1 = 220 ohm.
R2 = 470 ohm.
R3 = 560 ohm.

230/220 = 1.04 A.
230/470 = 0.48 A.
230/560 = 0.41 A.

So, here we can Understand that R3 is having a least current than R1 & R2.
