In RLC circut phase angle depends upon values of Xc,XL.

When XL>Xc(which occurs at high frequencies), the phase angle is positive, signifying that the current lags behind the applied voltage. And if Xc>XL then circuit is capacitive so current leads voltage and angle will be negative.

In given question Ic<IL.

Ic=Vs/Xc,IL=Vs/XL so,

(Vs/Xc)<(Vs/XL).

or XL<Xc that's why ans is -76.
