C Any one of the three is implicit

D Only I and III are implicit

E Either I or III is implicit

ANS:B - Either I or II is implicit

Explanation: A person holding an office is generally suspended on charges of misconduct or negligence of duty. So, either I or II is implicit. III seems to be vague and so it is not implicit.
